The main mission of the "Hong Kong People's Opinion Platform" designed and operated independently by the Public Opinion Programme (POP) at the University of Hong Kong is to conduct consultation of the people by the people for the people, on matters related to the people.

In the past, under the Hong Kong British Colonial Government as well as the Hong Kong SAR Government, during major consultations, all opinion surveys and consultative activities are handled entirely by the government. Sometimes, the conclusion is already preset while opinion figures are just used to touch-up what is prescribed. By setting up online "opinion platforms", POP wants to demonstrate to the public how to conduct independent consultations. Resources are limited, but we will use the fairest and most transparent methods possible, to supplement or even confront improper and unscientific consultations.
